Interestingly, in my own land, the Australian engineering drawing standard used to use a comma for the decimal marker too and I still do privately in handwritten calcs because a dot is too easy to lose track of - the silliest notation ever for something so significant as the decimal marker - I assume this is why Europe and eng. standards use the comma.
